摘要：Krieger’s generator theorem showed the topological universality of full shifts. 

Recently, the topological universality is showed in subshifts with weak specification. We construct a shift of finite type without topological universality, which shows that 

shadowing property does not imply topological universality. However, we prove that 

shadowing property and expansiveness imply a weaker universality.
